Programme Quality Review

From learning outcomes to meaningful academic delivery.

A proposed programme-level review focused on curriculum structure, assessment coherence, teaching resources and student achievement evidence.

Current status: QUAA Education review criteria are being developed. A review outcome, certificate or accreditation is not presently offered or implied by this page.

What the review examines

  • Programme design and approval rationale
  • Intended learning outcomes and qualification-level alignment
  • Curriculum sequencing, workload and credit clarity
  • Assessment design and moderation arrangements
  • Admission rules, prior learning and learner progression
  • Programme review and stakeholder feedback

Who it serves

Universities and education providers seeking an externally structured understanding of individual programme quality.

Typical evidence base

  • Programme specifications and course catalogues
  • Curriculum maps and sample course materials
  • Assessment briefs, grading rubrics and samples
  • Faculty allocation and delivery schedules
  • Student progression and feedback evidence
  • Review approvals and improvement logs

Expected deliverables

Programme-specific findings with criteria-by-criteria observations, recommendations and an explicit scope. The review does not independently validate degree recognition.

How findings would be handled

Review scope, applicable versioned criteria, assessor independence, conflicts of interest, method, evidence limits and result terminology must be documented before a report can be issued. Publication requires a valid decision and an approved disclosure policy.

Review governance and limits

Scope first. Independent findings. Clear limits.

These pages describe a developing review methodology. QUAA is not currently accepting formal external reviews or issuing awards. Any future review would require adopted criteria, a documented scope and verified authority to conduct that specific service.

Eligibility, evidence and scope

Before a case could be accepted, QUAA would identify the legal provider, awarding body where applicable, country, delivery sites, programmes and learner groups. An agreed scope would list the applicable criteria version, evidence sources, interviews or observations, exclusions and review limits. Evidence could include policies, dated records, sampled assessments, learner information and demonstrated practice.

Reviewer independence and findings

Reviewers would need verified subject competence, relevant higher-education experience and declared conflicts. Appointments and decisions must be separated from commercial activity. A report would state evidence, strengths, concerns, limitations and recommendations; factual correction would not permit negotiation of findings. Publication would require a valid independent decision and explicit authorization.

No review service page proves that a review has occurred. An enquiry is not an application or decision. Any future complaint or appeal must follow an adopted, independent process. An absent public record is not a finding by another regulator or accreditor.
